We have received a report from our Washington Headquarters advising us that the Hong Kong Government has been taxing UNRRA administrative supplies and in other respects denying UNRRA the privileges and immunities recommended by the Council Resolutions and granted by HMG in this country.
I am unaware of the exact details of the questions which have arisen in Hong Kong, but I understand that a representative of the Administration is proceeding to Hong Kong about the middle of this month in an attempt to reach agreement with the Hong Kong Government authorities. We should, however, appreciate your assistance in taking the matter up with the Colonial Office in order to ensure that the privileges and immunities are, in fact, made available in Hong Kong as in other areas under the jurisdiction of HMG.
It would be helpful if we could get a reply as soon as possible, so that the matter could be settled, at least in principle, during the presence of the UNRRA representative in Hong Kong.
